Holy Power generates 0.5 threat per charge, unaffected by RF (except from DP, which is 0 threat)
Righteous Fury multiplier is 5x
Ret Aura multiplier is 2x
Overhealing multiplier is 0x
Healing multiplier is 0.50x (some provide no threat gain)
Judgement of Insight mana multiplier is 0.50x. All other sources are 0 threat.
Consecration generates an additional +12 threat per tick (before RF)
All Buffs generate 0 threat.

Buffs generate 0 threat.
JotW mana gains no longer generate threat
DP mana gains no longer generate threat
HP from DP no longer generates threat (CS and HotR still do)

I figured out my entry for Divine Plea was wrong. It wasn't the DP buff that was providing threat, but the holy power. Each charge of holy power generates 0.5 threat unaffected by RF. I verified this using CS in both prot and ret specs. In each of those cases, a "phantom" 0.5 threat got attached to the damage.

I also noticed that Consecration now applies an additional 12 threat (before RF) to each tick of damage.

lol, yep. I saw that too. Blizzard likes to mess with me I swear.

So did some testing:

Buffs definitely do not generate threat. A possible side effect of this is that mana gains from Divine Plea and JotW no longer grant threat for their mana gains. While SoI still provides half threat for healing and no threat for mana, Judgement of Insight still provides 0.5x threat for the mana it generates (it is now the only source of mana "threat").

Holy Power gains are still 0.5 threat if they come from CS or HotR. DP holy power gains generate no threat (probably due to the buffs not generating threat).
