I need help from any expert mages!
My gear is really decent but my regular dps is from 3.9-4.1 and with cool downs 5.1-5.2 can come one help me figure out whats wrong?

Also i was wondering is it good to stack haste i have seen other mages do it before only asking becuse arcane blast takes a while to cast (spec arcane) And does any mages have any details in why it may or not be good to stack haste?
For one, you should have the glyph of Arcane Missiles. What's your rotation look like? It should vary based on the type/length of the fight, but a standard "goto" one is generally ABx4 Mbarr.
The gems in your pants dont activate a socket bonus, so you could be using 23 sp there. The gem in your belt looks gross. The gem in your neck activates a bad socket bonus, use 23 sp instead.
That's about all I notice at face value.
I agree with IgnusFatus.
Do note that once you get the 2-piece Tier 10 bonus it is more beneficial to cast Arcane Blast x3 and then cast Arcane Missiles if you get a Missile Barrage proc. This keeps the 12% haste buff up at all times.
I do notice you are a bit low on the haste side. I personally run with around 800 haste and roughly 3100 Spellpower, gemming some pure haste (wouldn't generally advise it, though).
The staff you are currently using is very nice to look at, but has very poor itemization. If possible pick up a Frost Needle: http://eu.wowarmory.com/item-info.xml?i=50771 Frozen Bonespike: http://eu.wowarmory.com/item-info.xml?i=49968 (ICC10/25) and a Lightbane Focus (ToC10).
I personally pick Lightbane Focus(Heroic Version): http://eu.wowarmory.com/item-info.xml?i=48032 over Scourgelord's Baton: http://eu.wowarmory.com/item-info.xml?i=50781 for the haste and the socket.
Abracadaver : http://eu.wowarmory.com/item-info.xml?i=50966 is far better itemized than Nibelung and will benefit you more at this point.
I'm sure some people may disagree with me on some things, but in my experiences this worked out the best as far as balancing my stats went on my Mage.
Almost forgot. Take notice that stacking haste becomes less beneficial the more you get of it. The more you have, the more you need to gain reduced casting time on your spells. As I mentioned, I like to keep mine around 800 at the least in the gear that is currently available to me.
The 2-piece Tier 10 bonus will help a great deal here, as it is not subject to this rule, but rather a static 12% haste boost as long as the proc is active.
