The 4pc T9 Hunter bonus really isn't that spectacular, but it's something you'd take if you just so happen to have 3 pieces of it and a 4th piece that is very similar to another, in which case the 4pc would be superior. It's not something to sacrifice better pieces for, and is nowhere near as good as the 2pc bonus for that matter. In your case, however, provided you don't have something better to spend the badges on, I would buy the t9 helm. Not only because it will give you your 4pc for a minor DPS boost, but because you'd want the ArP on the t9 helm instead of the haste on the helm you currently have as well. If you're going for a full Emblem of Triumph setup, the 4pc with the Epaulets of the Devourer offset shoulders works out very nicely for MM hunters as well. Hope that helps, good luck.
