Power word: shield, is it before or after armor mitigation?

Hi, I'm wondering if power word: shield gets applied before or after armor mitigation.

For example, say a tank has 50% armor mitigation and a priest puts 4k shield on the tank. Mob hits tank for 6k (before armor mitigation).
Will the tank lose 1k: ((6k - 4k) * 50%)
Or will tank lose 0k: (6k * 50% - 4k) ~ still 1k shield on tank.

Absorbs are calculated after most or all other types of damage reduction, including avoidance, armor and resistance.

If the absorbs were before mitigation, then they would do practically nothing against bosses who hit for 80k+ damage a swing.
