Libram of the Eternal Tower

I'm just wondering if anyone has information on how this libram stacks up against other tanking Librams. In terms of frost emblem priority how would you rate it?

I would think the new libram would have a low priority. Only stacks 3 times with 73 dodge for each stack. 12 seconds to get the full effect. Plus it only gives about 19 more dodge than the current libram. I don't see this glaring at me as a must have.

edit: and if the effect wears off during that 15 seconds, you have to spend another 12 seconds at least to get the full benefit again.
