With raid buffs, I get 6100+ AP in 10-mans and 6600+ in 25-Mans. I have 4 Bold Cardinal Rubies that I plan on switching out. I am Fury and have Exp rating of 8 / 3 with ArP of 37.42%. Should I get all Exp gems, ArP gems, or a combination of both? Currently, my DPS runs around 3.5k.

you want to get your expertise up.
Having your attacks get dodged is 0 dps, you definitely want to try to get your expertise back into line and as Fury, you need 26 expertise to soft cap. You'll probably need to regem all your gems, possibly look for alternative pieces of gear with expertise, or re-enchant your bracers/gloves with expertise.
