That isn't correct. For instance oRA3 can track all tanking and healing cooldowns. It's accuracy depends on both parties having it installed but it can guess as well via combat log parsing even if the other party doesn't have it installed, so long as you are present and see the combat log event. If you want it to track Innervate cooldowns, you just have to turn it on. If you want it to not track Soul Stones, all you have to do is turn it off.
