Hit doesn't effect Glancing Blows, and it doesn't really effect rage all that much.
Hi sorry to ask, im a bit comfused, 9% hit u say, but 9% of what? just need to ask, not sure about it so bether to ask.

It's not 9% any more, it's 8% hit. As in, take your talents and your increased chance to hit that you get from hit rating, add them up.
very easy.
go to your talents.
warriors only have 1 talent that increases hit. it's called precision.
step 1)do you have 1 2 3 points spent in it? each point is = 1% so 3/3 = 3%
step 2) now go to your character pane, go to the melee tab, look at hit, highlight over the number and it'll say Increases your chance to hit with melee attacks by X%.
step 3) add step 1 with step 2, boom, hit rating. if it's >8% then you have arrived at the hit cap for 2handed single wield, 1 handed/shield, and all special attacks. anytime you Dual wield weapons (1handers or 2 handers--from titan's grip) the special attacks are still capped, but you'll still miss attacks because of the dual wield penalty, this is around 27% total, but it's inconsequential really because you don't want to strive for 27% hit, only around 35-40% of our attacks are white hits, so increasing hit only increases 35-40% of our dps, while increasing our other stats will increase the remaining 60-65% of our dps.

How mutch do i need on a 83 level? i know 8% hehe, but how can i calculate this in rating? just so i understand totaly.

8% hit. like you know how you took 190 hit rating and saw it = 5.79%? you need to get your hit rating high enough to get to 8.00% for level 83 mobs.
so right now you are 8.00 - 5.79 = 2.21% away from being hit capped.
the conversion rate for level 80 hit rating is 32.9 hit rating = 1% using this
2.21% * 32.9 hit rating = ~72.71 hit rating that you still need to cap it which coincides with the general agreement that 8% hit cap is at 263 hit rating (you have 190 + 73 (72.71 rounded up) = 263).

so il just ame anyway for 8% if its a 80 or 83 mob. anyway this should be 263 Hit.
So i guess 8% of my hits is gona land on the mob, and i use 8% of my abilety to do this, thats where the 8% are taken of? am i way of now or? hehe just tryeng to understand wher the 8% is calculated from. :)

if you get 8% hit, 100% of your hits will land.
against a level 83 level moss, it is coded so that you have 8% chance to MISS against him. getting 8% hit removes this chance to MISS, so now 100% of your attacks will never miss.
Dude, if I saw some level 83 moss, I would be running. I'm not hanging around to try and hit it! :)
Hit is really a reduced miss rate. Increasing your hit rating enables you to reduce the percentage of swings that miss. Every ability based on its type has a chance to miss. By increasing your hit rating, you reduce that chance.

and 8% of this is 262.32
so

Currently my hit% is 8.53 and expertise is 22. How much hit% can I drop to stay above 8? Is it roughly 8pts of hit per 1 hit% pt? I've read where its 8.3pts of expertise per 1 expertise level.
I wish your sets would be updated before you socketed a gem, would take the math and guessing out of it.
