He is not Drunk, he is plesantly relaxed -- the scene is probably taken just outside one of dalaran's many convenient Inn's where folks of any Faction/Race/Gender can while away the time between adventures.

The elf has very human skin. I think the artist did a really nice job on the flesh tones (I hear it's one of the hardest things in painting/drawing to do.) I'm just concerned my co-workers will think I'm looking at pr0n.
The orcs eyes are baby blue, though....that....no.
