As a raider with a Hunter main, I can sort of understand not MDing within the fight. That wastes a valuable cooldown that should only be used if the encounter truly needs it. If Blizzard ever decides to take MD off the GCD, people would macro it and tanks would never have problems with them again. [as a tank and Hunter, I dream twice as hard.]
But starting the pull, they should remember that MD lasts for 30 seconds. No reason not to do it during a ready check and get that mana back then through passive mana regen while everyone's clicking yes.
I could see them making a minor glyph for Misdirection, allowing it to be instant cast, but adding another 30 seconds to the cooldown. But that's just me being hopeful.
In the end, though, starting the pull should require the MD. If a Hunter isn't helping with that, they better have a better reason than "my mana pool is valuable."
