Word from MMO-Champion says orc and human racials changed to Expertise, i'll confirm in a bit on the PTR but here's images:

Granted, THANK GOD, but this is still a pretty huge reduction in effectiveness. Old Version
Tanks: 3% hit
DPS: 3% hit New Version
Tanks: 2.5% avoid reduction
DPS: 1.25% avoid reduction
That is, assuming this is 5 SKILL, and not, as I fully believe Blizzard to be capable of doing, 5 Rating.

I'm on the PTR right now working on addons. I can confirm human racials are 5 expertise skill. I have 11 expertise with Defiance while wielding Blazefury.

Also, this really isn't a nerf.
Negatives of racial expertise vs racial skill:
1) Slightly lower effective hit% against raid bosses.
Positives of racial expertise vs racial skill:
1) Greatly increased effective hit% against everything not a raid boss.
2) Reduces the chance of parry, VASTLY more important than reducing the chance of a miss.
3) Allows future itemization to include more +hit. Currently Orc/Human tanks can reach the hit cap very easily, this change allows us greater flexibility in the future for a negligible cost now.

For DPSers is a buff Joana. Remember that old +skill wasn't 3% hit. It was enough reduction in parry, block and dodge reduction to match 3%. DPSers attack from behind so they wasn't getting benefit in parry and block reductions, just dodge.

I'm pretty sure for orcs, if you dual weld axes it didn't give you 6% hit. and probably won't give 10 expertise either. I will test once I get home from work.

The idea is that the mace/sword bonuses stack, not two of the same.
I'll have to check; I honestly don't know.

I'm torn between hoping it is a bug and hoping it isn't. I'm hoping it is because I got the S2 mace OH with [item]Drakefist Hammer[/item] MH instead of the sword OH (despite the fact I'll be needing a new OH anyway), and hoping it isn't for obvious reasons. We'll see what kind of weapons ZA coughs up I guess.
