I believe for flame leviathan you destroy the towers to access the hard mode, not leave them up.
For Freya, the elders also have to survive the fight to qualify for hard mode.

If blizzard changed this I'll be sure and update this thread ASAP.

Its not like switching between heroic and normal, no.
Hardmore is defeating an encounter with specific strategies (ie kill order on Iron Council) or pre-fight conditions (ie Sarth w/darkes, Flame Leviathan towers). Depending on the conditions in which the boss is defeated you're awarded with different loot tables and/or achievements.

Well the orbital defense towers on Flame Leviathan spawn enemies, which is why I believe leaving them up makes it harder, plus he gets the buffs for each one.

I was very suprised yesterday when digging through all the strats i could get ahold of concerning the amount of misinformation on this hard mode and how to activate it. Needless to say the idea that if destroying the towers was the path to the hard mode (and its not), it could lead to some high frustrations if you were assuming that was how you got to easy mode (and it is).
After downing Leviathan(25) I can confirm that:
Destroying the towers leads to Normal mode and makes the encounter easier.
While,
Leaving the towers up leads to Hard mode and makes the encounter tougher depending on how many of the four towers you leave up.
This fight is exceptionally easy and its a lot of fun. I found the learning curve to be very minimal when compared with Malygos drakes.

i think that means leave them up, but on stratfu, they clame depending on which npc you talk to to initiate the event is which difficulty you're choosing (brann for easy-mode, other guy for hard mode)

So yes there's a lot of misinformation but it wasn't always inaccurate... there were builds on PTR where you downed the towers to activate hard mode. Folks just didn't adjust their documentation when Blizz changed things back.
Lesson to be learned there is if people are depending upon other folks' strategies... check the date stamps and ensure they're still current/correct.

The trash portion of the fight begins when you tell either Brann Bronzebeard or the Lore-Keeper of Norgannon that you're ready. This makes the vehicles usable, although no mobs will attack you until you leave the starting area. If you speak to Brann Bronzebeard, the fight is automatically set to "easy mode." If you talk to the Lore-Keeper of Norgannon, the fight is set to hard mode by default, and destroying individual towers will remove those powers/benefits from the Flame Leviathan fight. At any time, you can see which powers/benefits Flame Leviathan has by looking at the gemstones in his fight area; those that are lit are activated, with green representing Freya, blue Hodir, yellow Thorim, and red Mimiron. | ^^^^^ then perhaps this is true ^^^^^

But dont want to fly completely blind hence my reason for being here  | Once you defeat Flame Leviathan, you can defeat Razorscale, Ignis and XT-002 in any order, but you must defeat XT-002 to move further into Ulduar.
As far as I know, once you defeat the first four bosses, the order I have them listed in is the true progression up to Algalon and Yogg-Saron. You could in theory defeat Algalon before ever defeating Yogg, so I just listed Yogg last as he is the true "final boss" of the dungeon.

Removed the links to severancegaming.com guides; their site is down and there doesn't seem to be any indication as to when they'll be back online.
I've also added Hard Mode information to all the bosses I'm sure about. I'm adding links to the Project Marmot videos as soon as they are made available.
EDIT: Added a link to new Yogg-Saron encounter information.
