Ele Shammy DPS?

Im havin trouble hittin big time dps, but defiantely am well geard. Current rotation is FS, LvB, 5 LB, LvB, 5 LB and then it starts over. Any tips on how to pump up dps? Should I gem for crit, haste, or SP? Im already soft hit capped.

Try standing a little closer and added Earth/Frost Shocks into your rotation. That's all I can really suggest.

exact elemental rotations (assuming a 'sit and nuke' type encounter) vary a slight bit depending on haste values. it seems you're on the right track of prioritizing Flame Shock>Lava Burst>fill spaces with lightning bolt.
i personally would not recommend putting earth shock or frost shock into your rotation, neither have a chance to proc lightning overload. without having a look at your spec/gear/gem/enchant choices, i can't comment on those. try to make sure that you're using more of a priority than a set-in-stone rotation, especially for movement oriented fights, and try not to push back the casting on your lava burst more than half a second if it's about to come off cooldown just to fit in another lightning bolt.

*edit*
after checking your armory i would suggest replacing your haste gems with spellpower gems, especially in the case of pure haste gems. our stat weights lend priority to SP>Haste>Crit, and crit shouldn't be gemmed for or worried about in a socket bonus unless you can snag that socket by gemming for SP anyway.

hope any of this helps
