For arms, in normal circumstances I'd go with execution and rending. If I'm doing lots of AEing (say for Hyjal), I'd go with Whirlwind and Sweeping Strikes. (they're cheap, so you can change them pretty easily).
If I were going with a fury build, I have no idea what I'd get, because none of them seem particularly useful. Heroic Strike and Execution probably (although Heroic Strike is worthless if you're using slam instead, in which case I'd probably get whirlwind or cleave).
For PvP, rapid charge and hamstring.
