Short version: You get beta releases of SBF at WoWInterface.
Long version: 3.1 will go into a beta release when I feel it's ready to be given out publicly. When I do that, I create a separate project (which will be called "SBF 3.1 Beta") on WoWInterface. I don't put beta releases on Curse because I don't like their feedback/ticket system. Between WoWInterface and email feedback, it's been plenty fine. Typically, SBF goes through 6-12 beta releases, one every day or three usually, before I deem it good enough for release. At that point I put the new version into the Satrina Buff Frames 3 project on WoWInterface, get the beta project deleted, and upload it as a release version on Curse.
There are about 25-30 people that regularly download it and test the hell out of it with detailed feedback and comments, and probably 4 to 5 times that many who are "light users" that don't get deeply into filters and such, so it just works for them without problem and I never hear from them. The majority of users wait for the release version.
And I'll announce in the usual places when the beta goes up.

- What is Riptide supposed to show up as - a buff or debuff?
- If you put buffs in front of action bars, you wouldn't be able to click the buttons with a mouse (not that you'd probably do that anyway!) Being able to set the z-order (which frames appear above or below other frames) is coming. MSBT does a good job of showing the SnB procs for sure, but I prefer to make SnB and Revenge Glyph buffs visible like this:

- For buff expiry, keep in mind that it's per frame. If you set expiry settings for a frame 3 that you've created, they will not do anything for buffs in frame 1
