I just have set bar 1 and 2 to have different layoyt for each stance. I've also changed my mouse thumb button to act as "shift" key. That effectively gives me easy access to 12 (2x1-5+2) skills without twisting my fingers too much. There's no point trying to bind every single action under a keybinding, I just put the ones I use all the time.
Stances: Shift+Q, Shift+E
Bar 1: 1-9,Q,E
Bar 2: Shift+1-9

it really depends on how fast you think you can move your hands across the keyboard. i keybind mine to number pad and ctrl/alt 1-9 because i know that i can press a key when i want too. I would think the easiest keybindings would be f1-4, 1-4 and then q-r because you should be using your mouse to move. then you can set bartender up with 3 bars of 4 keys like this, that should give you plenty of space.

2 shield block
3 shield slam
4 revenge
q heroic strike
e devstate
For my basic threat rotation, shield block and heroic strike both off GCD and can be hit independently by middle & ring? finger. Use my index (pointing) finger to jump between Shield Slam, Revenge, Devastate as they are all on GCD and they cant be used at the same time.
This is how I think the basic repeated buttons should be laid out, at least in some combination under those fingers.
Then I have bound reactionary/quickly needed abilities to buttons I can easily reach around their - pummel/shield bash f, concussive blow `, 1 taunt, shift 1,2,3 for stances, and most of my other abilities bound to my 9 buttoned mouse...
I generally mouseclick thunderclap, demo, and shouts, but do have them bound to ALT+1-5.

I used to have a Nostromo gamepad, but I don't anymore...I hate looking down at my keyboard to hit the 6 to = keys, so this is what I did with Bartender.
Move WASD movement keys to ESDF. Drop the turning keys and make S and F strafe keys (you should be mouse-looking). Now bind Bar 1 to QWRTAGZXCVB, Bar 2 to shift+qwrtagzxcvb, and Bar3 to 1234567890-=. Each needed binding is right under your finger, right above, or right below. Put less used skills like Shouts or mounts on the number keys. Add in shift+ bindings and you have about 30 things you can do under your left hand without moving your hand anywhere or twisting your hand.
Warriors have a ton of useful skills and not enough buttons. This makes it really easy to use less famous skills, like Disarm. You can also bind weapon switch macros and trinkets.

Also there is no need to change your turning keys to strafe keys: mouse look + turn key = strafe. So you can just unbind your strafe keys.
Top row for me: QERTFGVBHACZ
Middle row: shift + the same
Bottom row: 1,2,3,4,5, ctrl + Q,E,R,T,F,G,B,V,C
Furthermore if you write macros that do similar tasks across stances, that is more portable than having your buttons change depending on your stance. The seccond way is lousy because you have to redo all of that whenever you change your bar mod.
For example, a macro that thunderclaps in stance 1,2 and whirlwinds in 3 makes complete sense. Or one that shield bashes in 1,2 if you have a shield, pummels if you're in 3, or switches you to 3 otherwise, becomes a single button that can be pressed for interrupt no matter what. With macros there will never be a reason to have your buttons change depending on the stance.
I prefer ctrl - QERTGVBF to 67890-= for my less used skills, because I have to move my hand off the home position to touch 6 through =.
edit: I recommend unbinding the default game control keyboard shortcuts that take up prime keyboard real estate. There is no reason why i will need to flash open my character equipment pane during combat, so why have it on a prime real estate button like c? I use c for pummel and shift-c for character pane. H is my ghetto potion macro. The three times a week that I check my honor, I have to open up the character inspect pane and then click the honor tab. So what? Etc, etc. T is the third most convenient button to press on the keyboard (F and Q win out imo). I don't want it for "startattack". I use it for my instant attack, and shift-T for victory rush. Instead of a startattack button, I simply add /startattack to every skill macro. That way I start my attacks automatically and not only reduce the need for keybindings but also reduce the need for button presses during combat.

Im very differnent to most people it would seem, I use the following,
Dev : "\" key
Taunt: "q" key
Shield Block: "2" key
Shield Slam: "e" key
Rev: "f" key
Heroic: "mouse thumb" key
TC: "x" key
Reflect: "1" key
Interupt: "`" key
This allows me access to nearly allt eh main skills that i use without haveing to move my hand at all really, so i can focus totally on the screen and not worry about a miss hit.
Works for me and if its of use to anyone great
Regards,
Silthias

Having the ESDF keys as your basic movement keys opens up the QAZ keys, which I have binded to skills, along with their alt and shift counterparts. Luckily, my mouse has two thumb buttons, so you can guess what I have those binded to. Yeah, you guessed it, shift and alt. Makes like really easy. I only use the number keys for things I don't cast all the time, like shouts and whatnot. Otherwise, all the normal spells are binded to QAZWXCRVTGB. I don't have any keys bound for strafing, as I just use the right mouse button for that.
