Gear looks Fine. You're missing alot of enchants which isn't great and you're also using green quality gems which is also very meh. I'd also make use of all 3 jewelcrafters gems, and ideall make them Puissants or fractured chimera's eyes. i'd also get some major glyphs. you're spec seems a little wierd. I'd drop Hallowed Ground, and Eye for an Eye, and put the points into Imp. Judgment and Pursuit of Justice; the run speed increase is just too tastey to pass up.

Never reforge dodge or parry into mastery. Reforge Hit or Expertise or haste into mastery. If you have mastery already, then reforge hit/expertise/haste/etc. into dodge or parry, such that your dodge and parry are about equal.

You should use the shield block meta. The meta you are using is for bears and DKs.

work on enchating more of your items, and get the earthen ring (revered) arcanum for your helmet.

Never reforge dodge or parry into mastery.

Always make sure an item has mastery! So your reforging should look something like

If an item has mastery, never reforge it into anything!
If an item does not have mastery reforge: Haste > Crit > Hit > Exp > Dodge = Parry
In which haste is the first stat to reforge and Dodge and parry depending on which you have the most off (on your total gear)

So following the logic above, you should (Consider, It's your call after all) changing the following items:
Head: Reforge Exp > Mastery
Schoulders: Reforge Hit > Mastery
Bracers: Exp > Mastery
Leggins: Exp > Mastery
Ring 2: Hit > Mastery

Consider changing your gems into:
Red: Fine ember topaz (Already used 2 times)
Blue: Puissant Dream emerald (Already used 1 time)
Yellow: Fractured amberjewel (Or chimera's eye, since you are a JC)

Other than that the TB mastery trincket (Don't remember the name) would be a nice upgrade and as stated above try to get more enchants.

Okay, to try to consalidate for normal modes:

Gems:
Red = Parry/Mastery
Blue = Mastery/Stam
Yellow = Mastery
DPS Socket bonus = Mastery
Prismatic = Mastery

Enchanting - Enchant everything. If you're planning to raid, enchant everything. You don't need the maelstorm on 346s (but if you can on 359s you should) but you should have the next tier down.

Reforging:
A) If an item doesn't have mastery, reforge into mastery
B) Reforge haste first, then hit, then exp, then dodge/parry.
C) If gear has mastery, then reforge into dodge/parry.

Glyphs: Missing glyphs, even if minor glyphs for pallys, is bad :D

I'll let pallys talk to the spec.
