This is what is currently up on EJ as the cookie cutter DW frost spec:

The best Frost dps spec, and the only real choice for Frost DW. In tier 1, you can freely choose between two points in Runic Power Mastery and two points in Icy Reach: it makes no noticeable impact on dps. As well, in tier 2, you can split three points between Lichborne, Endless Winter, and On A Pale Horse at oneís own best judgment, as itís similarly unimportant what you choose. Aside from that, everything is essentially set in stone: you grab every DW-relevant dps talent in reach! DPS as this spec is done in Frost Presence. Obliterate will be the largest fraction of your total damage, followed closely by Frost Strike and then your auto-attack. Obliterate and Frost Strike may swap places depending on specific level of mastery.

That spec from ej is good. I change mine up on some fights where aoe is heavily needed like heroic maloriak and heroic conclave. I take the floating point out of blood and one point out of the talent that increased my disease duration and put them both into death and decay in tier two unholy. Also on a pale horse is pointless and any fight where you have to interrupt the mind freeze talent is a dps gain.

Yes the spec from ej is good, but like klor said, please take the mind freeze talent over the pale horse one. I had my spec with mine in the pale horse and when it came time to interrupt Maloriak I had some really shaky moments when I had just about zero runic power. Just a heads up but the decision is yours.

Personally I'd drop the points from Pale Horse and put them into mind freeze as well. Interrupts are crucial in a lot of fights and anything that can make that process easier, less painful, and have less an effect on you dps is a good thing imho. Pale Horse is more a pvp thing imo.
