Second question... Is anyone playing on the test realm who needs a Pally Tank? I dunno how the test realm works but gonna check it out.

"Official" patch notes are always on the official site.

Additionally "official" hotfix notes are also released on the official site. The most recent ones can be found here.

Any "unofficial" or "undocumented" changes will generally only be found on third-party sites such as mmo-champion.

Thanks I appreciate the links I was looking for 4.0.6 stuff from today and I looked there but I guess there aren't any or aren't any yet.

There aren't patches every Tuesday. Tuesday is just the weekly maintenance of when a patch would be applied. Hot fixes can be applied whenever and many won't even require a server reboot.
