I have looked all around for an answer to this question. What is the haste soft cap? Can we have too much haste? There is a hit cap. Is there any kind of soft cap for haste? What is the target haste I should be aiming at while hit caped? This would help me out greatly. Thanks!

What is the haste soft cap?

The haste soft cap is where the net effect of haste on you is +50% because that is the point where the Global Cooldown reaches it's 1 second minimum. After that point the value of haste decreases, however, no where remotely close to how it decreased in prior expansions. Haste effects are multiplicative.

Can we have too much haste?

No, expecially if your class is oriented towards damage or healing over time effects as they continue to speed up their tick rate and add in additional ticks when haste is sufficient to add another in the base duration of the ability. For example, a Druid's Wild Growth ticks 7 times over 7 seconds, if they add an 8th tick, they effectively increase healing Wild Growth by roughly 12% simply because they added an additional tick. Also since it ticks faster it will continually increase in the HPS/DPS of the ability (even though you aren't casting it faster beyond the soft cap, the ability still ticks faster). The HPET/DPET of an ability will only increase in the periodic spikes of when you reach a level of haste where an additional tick is added.

Is there any kind of soft cap for haste?

Soft cap for haste is where GCD is equivalent to 1 second. What value of haste rating required to reach this is dependent on the buffs you will have.

What is the target haste I should be aiming at while hit caped?

For a shadow priest roughly speaking once you have your Hit Cap (which actually isn't a top priority, but something you will want regardless).

Intellect > Spellpower > Haste > Crit > Mastery

Since haste is your highest value stat, you want more of it than you have. However it's important to understand key breaking points in haste where you gain additional ticks on abilities. Those thresholds in particular will bump your damage or healing substantially while all the points in between them will continue to increase your throughput regardless, those breaking points you will notice spikes in increased DPS.

Essentially, you want to aim for no less than 2140 haste(but there is never a haste cap for shadow priests).Once you hit 2140 haste, you will get 2 extra ticks out of all 3 of your DOTs, providing you have dark intent. even without dark intent you'll get 2 extra ticks out of SW: P and DP. Below I;ve posted some statistics that should prove helpful:

+1 +2 +3 +4 +5
Vampiric Touch 10.00% (0220) 30.00% (2588) 50.00% (4956) 70.00% (7324)
Shadow Word: Pain 08.34% (0024) 25.00% (1996) 41.67% (3969) 58.34% (5943)
Devouring Plague 06.25% (0000) 18.75% (1256) 31.25% (2736) 43.75% (4216) 56.25% (5696)
**not calculated with Dark Intent active

With Dark Intent:
Code:
+1 +2 +3 +4 +5
Vampiric Touch 10.00% (0000) 30.00% (2140) 50.00% (4441) 70.00% (6738)
Shadow Word: Pain 08.34% (0000) 25.00% (1565) 41.67% (3481) 58.34% (5397)
Devouring Plague 06.25% (0000) 18.75% (0346) 31.25% (2283) 43.75% (3720) 56.25% (5157)

The formatting in the quote messed up for some reason, so here is a screenshot that will make it easier to read whats there:
