This is my current Armory.
I am trying to be raid ready as best I can, and I am voluntarily choosing to hit the EXP soft cap @ 26. For Threat, and Interrupt Chance.
With the current gear I am in, I am not really sure what stat to be stacking next to begin raiding, I have read several discussions for and against stacking stamina, and I am not sure what the best combo would be for my current gearing.

Any suggestions or help?

If you want to interrupt you need hit, expertise won't help you there. And you don't need neither for threat, vengeance covers all this alone*. You want migitation (armor, block) and avoidance (dodge/parry) to reduce your incoming damage. Hitpoints aren't needed for normal mode and raise with your ilvl automatically. Nobody advises stacking stamina for a tank on normal mode, it's way more important to not be a mana sponge and help your healers out where it's possible while everybody is still learning the raiding game from the beginning.

Gem for mastery (yellow), mastery/stamina (blue) and mastery/parry (red) to smooth out incoming damage. Your JC gems should be 67 mastery instead of 101 stamina. And reforge for mastery in the first place, too. Keep dodge and parry percentage wise close together and you're more then set to clear 12/12!

What's with your specc? Gag Order & Blitz won't help you greatly in comparison to War Academy in keeping your threat up. And dropping points from cruelty and thunderstruck for more tps/dps with deep wounds is advisable as well. I love shield specc but that's up to you :)

* with a good execution of your priority system, proper specc and no overeager dps.
