I only read the article briefly but what type of limits are they talking about. I do believe some sort of limit where the speed is decreased is fairly common in many countries, mostly on mobile connections but even on stationary ones, but it is ususally so high that it more or less only affects the top % or so. Or were they planning to charge per data right from the start? (so 1990s :-)

the government has already stepped in over the CRTC and said that if the CRTC doesn't revoke this move, they will do it for them.
