So I have an Elemental Shaman in my guild that is not satisfied with her DPS, but she can't seem to improve it. So here I come to you, my fellow TankSpotters, for your help.

I can't say your friend has perfect gear to get high DPS.
She is hit capped, her talents and glyphs are good, here comes some advices.

Tell her to get --> Wrathful Gladiator's Wristguards of Dominance with honor. Her Wrist sux atm
i didn't get why she put a spell up / spirit gem on cloak since SPirit has no meaning for shamans.
The gem on her shoulder needs to get changed as well. No meaning to use a Healing hem on Elemental Set Shoulder.
She may get Waistband of Despair with Frost Emblems and it's way better then what she is using atm.
She should get this crafted asap http://www.wowhead.com/item=49896/earthsoul-boots

Anyway, she still has to get a dps around 8-9k on Tank and Spank Single Target Fights.
The low dps may be because of low FPS, latency.

wow, i noticed her main dps comes from Lightning Bolts just with a %32-35. It does not make sense, because LB is our Prio spell.
it should be similar like Lightning Bolt %65-75 > LavaB %15-20 > Flame Shock or Chain Lightning Depending on Fight.
The Flame shock may be higher then LavaBurst , depending on the Fight and Glyphs. But Lightning Bolt must be on top with at least %65 !!!

Check if she is spamming her Lightning Bolt . if she does not, there is something very very wrong

What's her DPS on a target dummy? Obviously the first thing is to make sure she gets the basic rotation right with no distractions. After that..

Did you look at your WoL logs yourself? If you hadn't then I suggest you look at your Saurfang and Festergut fights which show her DPS dropping very low (or even to zero) frequently during movement parts, and for far longer than it should.

This isn't a gear problem, this is a gameplay problem. Ele shamans suffer significantly from movement, and you need to do everything possible to
a) minimize the amount of required movement, and
b) minimize the impact of having to move.

From the size of the DPS drops it looks like she's not doing b), and from the duration of them it looks like she's not doing a). This is one of the things that might cause things like a high LvB dam % and a low LB dam %.

Your best bet is just to watch her in raids and check things like
- is she setting up in a good location?
- is she using abilities to minimize movement (e.g. TStorm + EB totem for Blood Beasts rather than kiting, never using Magma totem because it forces you to move too much)?
- is she doing stuff on the move (refreshing totems/searing totem, casting shocks)?
