C'mon man, some times these things take a little while.
Especially with Starcraft 2 being new!
If I were you, I'd forget about BiS for the time being, and just get the next tier piece. The 2set bonus should be worth the slightly lower item level. What tier piece exactly to take depends on the stats you need/want most. I'd personally go for the gauntlets in your case. They have hit, which you badly need and a yellow socket (more hit with a socket bonus!).
The nontier chest and gloves are probably inferior to the tier pieces due to the tier bonus, and I don't know how much you fury fellows value the stats from the belt and cloak.
Remember - a piece being in an ideal BiS list doesn't automatically mean it's best for you. In your gearing, I'd focus on getting your hit and expertise up. That leaves belt, cloak and gloves as option - but all those slots already give you the stat you want, so the tier bonus wins out.
For the rest, worry about BiS after properly gemming and enchanting your gear.
edit: I can't believe I completely missed your awful pants!
That makes getting the tier pants best for you.
true, pants are required, but hit? im overcap by 1%?
I'm pretty sure the hit cap is 8%
yeah its 8% but im pretty sure its 5% for fury because of a skill that grants the extra 3%.
ive changed my gear around from when i posted, i no longer use voa25 pvp legs, ive gone with triumph expertise legs.
ive also bought frost shoulders for the 2setbonus & style.
i suppose i will get the 4set pieces i just don't know which part to NOT get. :S
also, would anyone be able to tell me when i should start gemming ArP?

Dont get the 4p t10 yet, you will want to keep your 2p t9 for all that extra Crit untill you are set on crit(around 50% w/o the 2p)
As for What frost piece to get next, Vengeful Noose(http://www.wowhead.com/item=50995/vengeful-noose) It's just too good to pass up.
And for When to gem ArP you want to Gem ArP Till you have 722 ArP Rating, That will put you at Soft cap W/ the NES. 722+ 678 = 1400
A Few other changes i would suggest making;
-Switch your Faction ring to the AGI one, It is just better, more crit for slightly less ap.
-Switch your boots to the Plated Greaves of Providence (http://www.wowhead.com/item=47511) (219 boots from H-ToC 5man) More ArP + a Socket Makes them better.
-Get rid of the STR/STA gem in your Chest and replace it with a Nightmare's tear to activate your meta.
-Switch your necklace to Broach of the Wailing Night (http://www.wowhead.com/item=45820) (226 Necklace from the Conquest badge vender, 26 Badges i believe)
Finaly your Statweights are
-5% Hit, you are correct you only need 5% w/ Precision
-1400 ArP(Either through Softcap[See above] or Hard)
