This is one of my first posts on tankspot so I thought I'd try and get something out of this help forum :D
I'm looking for any help anyone can give me, whether it be about my gem choices, the enchants I should get, my spec, my hit, expertise cap, anything :)

If you intend to min/max, which I assume you do since you are asking these questions, your meta should be Relentless Earthsiege Diamond (http://www.wowhead.com/item=41398)
using a Nightmare Tear (http://www.wowhead.com/item=49110) in a piece of gear that will also help to activate your highest strength socket bonus. You should also never use Puissant Dreadstone (http://www.wowhead.com/item=40140) in your pve gear.

Several pieces of your gear are currently unenchanted but from the ones you do have enchanted it seem you are going in the right direction.

Expertise is very important for maximizing fury dps and as such you would benefit greatly from increasing yours to 26.

You have quite a bit of "wasted" hit.

All of these things you will learn, and understand the reasoning behind them, by following the link above, reading through the thread, and becoming proficient with Landsoul's spreadsheet.

I agree with Creelos here, Landsoul's spreadsheet is better put together for dps warriors than rawr is. If you can snag a copy of Microsoft excel 97 or excel 2007, I highly recommend you to use the spreadsheet over rawr.

As for straight forward setup.

Drop the tier gloves for the badge gloves (Gatecrashers)
Buy the tier chest and enchant it with 10 stats, fury warriors thrive off of the double bloodsurge proc more so than arms does with execute.
Buy your tier helmet, and enchant it.
Exchange triumph badges for hodir rep, you really want to get that exalted for your shoulder enchant.j
Replace your cloak with Ocean serpent from the frost vendor
Replace your belt with vengeful noose.
those are just the straight forward upgrades to look for.

For immediate purposes of improving dps:
Enchant your helmet
get a pve neck
enchant your cloak
enchant your chest
get pve bracers
enchant your gloves
get a belt buckle
enchant your legs
enchant your boots

As for your spec, move 2 points from deflection to imp rend
move all points from iron will to tactical mastery(you want this so you can dance to shatter, and so you can dance to rend)
drop all points from precision in the fury tree until you get your hit below 8%, right now you are swimming in hit, and the precision talent is wasted, put the points into Imp Execute.

For single target boss fights, drop glyph of cleaving for glyph of rending, for multi-target fights(3 or more targets) use glyph of cleaving.

I've tried to use that before but got confused, i will try it again. how can I increase my expertise and lower my hit? is it okay to gem for expertise?

It is perfectly acceptable to gem for expertise as a fury warrior just try not get all of your expertise from gems.

Also replace the pvp neck and wrists asap. Lower level pve gear will almost always be an upgrade to your pve dps set over pvp gear since it spends so much item budget on stamina and resilience.

All right I downloaded you into the spreadsheet and this will take some time but first off you have a lot of wasted armor pen when the scorpion procs so......you can do one of two things.

1. Regem most of your gear strength and then back to mostly ArP when you replace the scorpion

2. Make your number one priority replacing the scorpion and continue gemming Arp since you already have DBW.

It looks like from your achievements you have access to most of ICC 10 and a little but of ICC 25 and no access to ToGC 25 or Ruby Sanctum. So the trinkets I list as immediate upgrades will take that in to account.

1. Best you currently have access to is Whispering Fanged Skull from Lady Deathwhisper 10

2. Herkuml War Token 60 Frost emblems

3. Darkmoon Card: Greatness depending on your servers economy this could be by far the most expensive and it is the lowest dps upgrade.

I will hold off on everything else until you replace the trinket.

Excel 2007, and yes I did all that stuff just confuses me so many numbers things unsure as to how to read it. Like it tells me me Arp is 100% in game says 50%.

It told you your ArP is 100% , while you saw 50% in game, because it was adding your passive ArP, to your Proc'd ArP.

Your next upgrades to get, you want your Tier10 chest, and replace your gloves with the Badge gloves. This will drop you down to hit cap, and you will gain considerably more ArP from the Tier chest.
