I was wondering should I keep with the same gems or gem for more haste and use socket bonus?

your haste seems low to me for arcane, I believe Reckless Ametrine (http://www.wowhead.com/item=40155/reckless-ametrine) is all the rage for arcane mages.

So i put the +12 SP and +10 haste in all sockets?

Unless you plan on replacing it in the next couple days, put a buckle on that belt. Also, fill that empty socket in your cloak.

Well if you put that in *all* your sockets then you'll lose your meta gem bonus, which requires at least 2 blue gems. So keep two Purified Dreadstones, socket the rest as Reckless Ametrine.
