Expertise importance.

I'm MT for a new 25 man, we're through Rotface twice now. The gear that I'm seeing is remarkably low in expertise, to the point that I find myself gemming for it only to get up to about 16. My question is this: if I'm going to be at 16 with gems, am I better off just not bothering and throwing stam gems in those slots and hoping for the best? I see a lot of talk both ways about the importance (or lack of importance) in expertise these days and was just looking for some more warrior tank thoughts on the matter.
