Need more threat while keeping frost mitigation

Ok, I have a frost spec that I'm trying to maximize threat while keeping the mitigation.

I will be switching out all my gems for more avoidance, also I tried to look up the specs on Satorri's thread but I always get a blank talent calculator.

Your spec has a little oddity, but what are you trying to accomplish?

And why are you switching all your gems to avoidance?

(the spec oddity is that there is no reason to sacrifice points out of Bladed Armor and Annihilation of all talents to fill out Virulence)

This spec was originally from another tank in my guild I have been trying to tweak it for more threat. Virulence was already a part of it as were runic power mastery, icy reach, and acclimation. I was in a hurry when I started this thread. What I intend to do with my gems is change them out as I go so that I'm not a straight stamina gemmed tank. The tank that I mentioned has more avoidance than I do and takes less damage. I have taken 2 points out of virulence and put 1 each into bladed armor and annihilation 12/53/6 (http://www.wowhead.com/talent#j0EMZhxxxA0Ikc0buzAozx). If you see anything else I should change in my spec to get more threat while maintaining frost mitigation please let me know. Thanks for your help.
