yay or nay? seems like it would be a boatload of parry.

No.

First of all, it should be going to a DPS class, they will get way more use out of the damage boosts.

Second of all, proc based defenses are weaker than static defenses because you can't rely on them.

Third of all, avoidance (dodge, parry, miss) is not as good as reliable effective health increases (health and armor) because your probability of getting at least one bad streak during a fight is pretty high regardless of your avoidance.

Finally, between dodge and parry, parry is much worse than dodge, especially for death knights, because of diminishing returns.

There is no reason to pick this trinket up as a tank except in the very unlikely event that it is going to rot.

Parry from strength is negligible, so even if it didn't have horrid DR, it's still not good for avoidance. It is fantastic for threat however, but that's a poor justification.

Someone can correct me if I'm wrong... but the 450 strength proc would equal roughly 129 parry rating (buffed) which is far from negligible. But the uptime would kill this as an avoidance trinket, plus like has been stated... DR x Parry = sad panda
