Shadow - all caster dps needs 17% spell hit, total. Shadow priests get 3% from Shadow Focus (a talent), and another 3% debuff on the boss from Misery (another talent, this is raid-wide - one of the big raid buffs a spriest brings). So you need 11% from gear.

Healer - you do not want hit as a healer, for PvE. It's ok to use a few hit pieces when you're starting out, as long as the other relevant stats (spellpower, haste, crit, int, spirit) are better than what you're using, however do not seek it out at all.

Nothing, if you're over hit cap and continue to gain hit your dps will not increase.

This guide for Spriests will help far more than I'd ever be able to: http://www.tankspot.com/showthread.php?60582-Shadow-Priest-Guide-%283-3%29

As Harmacy said, you don't need Hit Rating for healing.

The only Healer that I know of that would "want" Hit Rating is a maybe a Pally Healer to make sure their Judgements hit, but even that is trivial, since Judgements tend to hit quite often.
