HP - 34164 unbuffed
Armor - 26547
Dodge - 27.61%
Parry - 20.45%
Block - 11.44%

You logged out in your PvP gear.
Judging from the figures you gave you should be ready to go to ToC10 and IMHO ToC25. I'm not too sure about ICC10.

Are these figures before or after diminshing returns?

It says before DR, I don't really know how to check after because I'm still new to tanking so I'm not all that stat savvy yet lol.
