First, I'm not 100% sure, but the 2% damage reduction from spells might be less useful than 2% more armor from items given that more incoming damage to a tank is generally physical. Second, you're gemming for stamina and yet you're using +8stats on chest rather than +275 health. On your shoulder you +18 stamina when you can get +30 stam/15 res which would also allow you to remain uncrittable while dropping some of those 10def/15 stamina gems for pure 30 stam. Also if you are using a red gem to satisfy set bonus, you're better off using an 10agi,15sta in your helm to pick up that +12 stam bonus.

Pants desperately need an upgrade, either purchased with badges or drop from VOA10/25 or ToC 25.

Gear, Gemming, and enchants:

Totally wrong meta gem dood, grab a Austere Earthsiege Diamond - Item - World of Warcraft (http://www.wowhead.com/?item=41380)
Get the Arcanum of the Savage Gladiator - Item - World of Warcraft (http://www.wowhead.com/?item=44702) shoulder enchant from honor or Wintergrasp tokens.
Get a real head enchant: Arcanum of the Stalwart Protector - Item - World of Warcraft (http://www.wowhead.com/?item=44150)
Change your chest enchant to either 275 hp or 10 stats
Change those 10def/15 stam gems to straight stam, only go for socket bonus' of +9 stam or better. Like your Helmet. If anywhere in your current gear you were gonna match sockets that's the one to put 10def/15stam in, but ONLY if I needed the defense.
Change the enchant on your cloak to armor.
Get new legs, preferably legguards of feverish dedication from jaraxxus 25m.

Those changes will yield you -16 defense (approx 4 skill) but gain you almost 500 hp.

You need somewhere to put a red or purple gem to activate the meta gem I recommended. The 20 strength red in your legs will do for the short term. Seeing as how you want to replace those legs asap. Ideally you find a blue + red set of sockets with a stam socket bonus to place that red/purple gem along with a blue one in so you can score a socket bonus in the process.

General Rule of Thumb for ToC. Socket Stam in every spot but one, which is a purple gem (usually expertise or dodge / stam. In you case I HIGHLY recommend expertise as your still under the soft cap.) that can score you a +9 or more stam socket bonus.

Talents and Glyphs

Take out 2 points from booming voice. Place those two points in deep wounds. Deep wounds is hella tps and dps. If your putting more then 8 points into arms you better be maxing deep wounds.
In raiding content 3/3 Focused rage & 2/5 Shield spec often affords more rage/sec then 0/3 FR and 5/5 shield spec. It's really a personal choice. Or you can take points outta imp revenge (if your over ~4k ap buffed, then devastate w/ glyph starts giving more TPS then imp revenge) and get most of both worlds.
Change bloodrage minor glyph to Glyph of Command - Item - World of Warcraft (http://www.wowhead.com/?item=49084) which also help to offset the loss of booming voice.

Personally I swap major glyphs to suit the fight, but that said I never use revenge, and rarely use blocking. Blocking is unique in that it adds to both survival and threat, but it is moderate amounts of both. I prefer to specialize in either threat or survival depending on the fight. Glyphs I use regularly are: Taunt, Shieldwall, devastate, vigilance, last stand. All provide more mitigation/avoidance then blocking, but blocking a good jack of all trades. Revenge is only good if your hurting for rage, like in 5-man content.

Thank you very much I will get on the stat, gem ,enchant asap. also about def rating would it be fine to stick with 540 for toc or is that to low. Btw about the legs i have 45 emblems and a trophy of the crusaide saving for tier 9.5 , I was also wondering about my avoidence and how imparitive it is for toc/togc sometimes on gorrmak (togc) i get an impale and he hits me and i get hit like truck and die Thanks again for prior tips :)
