Hello folks of Tankspot
I seem to be really confused with the new gear obtained with the emblems of conquest. Block rating is gone. Hit is in.

Am I still thinking old school and focusing too much on block? I haven't ventured too much into Ulduar but I hope to within a couple of months.

The simple answer is, yes you are focusing to much on Block. But block is broken down into two stats, shield block Rating (SBR) and Shield block Value (SBV).
SBR increases the chance to block attacks. It is great for reaching the Unhittable mark but is completely useless after that. At the moment it is pretty easy for Pallys to reach the unhittable thanks to Holy Shield and the large amounts of avoidance around so it is pretty pointless to stack SBR
SBV increases the amount of damage you block. This can be counted as EH once you reach the unhittable mark because the worst outcome is a block. SBV also increase you threat through scaling SoR. Although this sounds like a good thing you are not likely to be able to stack enough SBV to make it effective against bosses that hit for 20k+. It is great against trash and light hitting bosses. Again it is not really worth stacking unless you need more threat or the mob you are tanking hit lightly.
Both block stats are great to stack because you wont see as much benefit from them against hard hitting bosses as you will from other stats eg. stam or avoidance.
p.s. you are fine to get into Ulduar now. You might struggle a little with the keepers but the first 7 bosses shouldn’t be an issue at your level.

There is a world of difference between the T8.5 chest and chestguard of the exhausted. The upgrade is huge, take it and put a 30 stam gem in the blue socket and a 15 stam/10 dodge gem in the red slot.
When you start progressing through Ulduar you will find yourself swimming in hit rating (which is good, because ToC loot has next to no hit what so ever).
You should start phasing the block stuff out in favour of avoidance stats. Runed orbs should be fairly cheap nowadays, you are a miner, see if you can get the spiked deathdealers (ulduar craftable).
Again it is not really worth stacking unless you need more threat or the mob you are tanking hit lightly.
Naxx bosses are not big hitters, so blocking is a viable source of mitigation there. Ulduar bosses hit about as hard as Faerlina does when she enrages; blocking 1400 damage off a 20k hit is pretty much negligible.
