Hey so I'm finally ready to try and dual wield with my Last Laugh and Razorscale Talon, although I'll be trying to get the Peacekeeper Blade from ToC, and I need some advice gem and gear wise.
What's a good spec?
What's the hit/exp cap I'm looking to achieve?
Which runes should I put on my blades?

If i understood it well you need 23% hit for white hits ( auto attacks?) and just normal hit cap for your spells/attacks.
Exp cap is still 26 i guess? not sure on that one though.
And runes? well depends what you want, you could go for 2% parry on each blade, or normal enchants for example bladeward or berserking or the life steal thingy.

The common rune forges I see is 2% Parry MH and the spell damage reduction on the offhand.

You want expertise about 26 if possible, gem everything exp/sta, but hit only needs about 8% for your specials, which is what you are mostly worried about. If you pick up more, that's gravy.

I'm surprised you aren't using tanking weapons in both hands. Please post an armory link.
