best for tps, Hit or Expertise?

hi all, i am a Forst DK tank and i would like to know what is the best way to maintain high threat, i was in a raid with a pally tank and i found it very hard to out aggro him, on some bosses where we have to swap cuz of de-buffs i couldn't out aggro him so he died then i died and can see where thats headin right.
i know that hit and expertise are gd for tps but cuz iv not really had to deal with bein out aggroed before iv not looked into them, not dun many raids, mostly instances so bein out tps by dps's and healers hasn't been a problem till iv been raidin and have to deal with other tanks.

so what would be best for me do you think, hit or expertise??
if some one could put there values and % at level 80 as well that would be great :)
any help no matter how small will be greatly appreciated.

Expertise, it gives more opportunity to land an attack than hit does.

I think hit is more important, since misses can ruin your rotation and screw up a lot of situations. I choose to get to ~7% hit with food (with shadow priest you'll be capped and your DC's will hit a lot more often) and 26 expertise (softcap on Dodge). It's a lot harder to get the expertise Cap aswell.
