Are you using the Rune Strike macro? It's very important for single target threat.

Are you having problems with single target or multiple mob threat?

I like the first build better.

If I find one more Frost knight without HB glyph I think I'm going to nerd rage o.o

Frost tanking without Howling Blast to generate massive amounts of snap aggro instantly can be a major pain in the neck. After looking at your toon on be.imba.hu I believe your tree to be the main culprit in a lack of aggro. As a frost tank myself, I live by the HB, which also applies Frost Fever to all targets it hits when you glyph it up. Truly excellent for keeping mobs on you, plus it crits for like 3k (in my experience) as opposed to the 1.2k crit of Icy Touch which means more threat on more mobs. Admittedly, I haven't gotten into even ten-mans yet, so I might just be talkin' out of place. Hope it helps some though!
