Basically im looking for a solid Naxx tanking spec, i was blood for a while, but was recently talked into switching to frost, but now it seems that i cant keep my threat up...

The World of Warcraft Armory (http://www.wowarmory.com/character-sheet.xml?r=Cho%27gall&n=Deathmetall)

That's my gear and spec at the moment, any help is much appreciated

Blood Rotation i was using:

Single Target- IT-PS-OB-HS-HS; OB-HSx4; etc

AoE- Dnd-pull-IT-PS-Pest-Bloodtap-BB; OB-OB-BB-BB; BBx6 with the occasional corpse explosion thrown in there

Frost Rotation im using now:

Single Target- IT-PS-OB-BS-BS; OBx3

AoE- ??? been having trouble with a good rotation, this is basically where im having threat issues

Honestly i would prefer to go back to blood, but it seems that frost is the way to go with the mit help in the tree...

Thanks
~Jeff

Blood or Frost is up to you, it really depends what you want: Blood has the amazing single target threat and self healing, Frost has AoE threat and higher avoidance. But why choose? Activate your dual spec and use both.

Your single target Frost rotation is fine, for AoE try D&D > HB (with Glyph) > BB > FS
Not sure of your Blood spec, but you should never really use OB in Blood, it consumes the diseases on the target. You may have been specced into Annihilation which means a hybrid spec and is probably why you were having threat issues.

Your gear needs a little work. Frost is spell-based threat and relies heavily on +hit, 99 is a bit low. Ditto with your expertise, though it's not as important for Frost you still need more than 11.

You should never gem for parry, ever, the DR on it makes it a poor investment. Replace all your parry gems with hit+stam or exp+stam, once you get some upgrades and you have ~220 hit and ~26 expertise you can start using dodge+stam gems.

Go and grind some Argent rep for the head enchant 37stam+20def, then gind some Hodir rep for the shoulder enchant (or buy the PvP version in the interim 30stam+20resil).

You are still using the trinkets from the DK questline, there are some much better options. Run HoL regular for Seal of the Pantheon (http://www.wowhead.com/?item=36993) off Loken, buy yourself Valor Medal of the First War (http://www.wowhead.com/?item=40683)for 40 badges, run heroic AN for Essence of Gossamer (http://www.wowhead.com/?item=37220), even Battlemaster's Accuracy (http://www.wowhead.com/?item=42129) would be better for threat than what you are using.

As for spec, try a standard 12/52/7 (http://www.wowhead.com/?talent#j0EMZhgx0AbI0c0iost0xb:wTd0Mm) without Icy Talons. You'll be picking up Bladed Armour and 2Handed weapon specialisation. Both of those talents will increase your threat.

AoE as frost is fairly easy. Open with a DnD, IT, Pest, HB. Prioritize HB over Obliterate.

As far as your spec, try the spec that vine posted. 0/2 Chill of the grave is bad. Your hardest hitting ability uses Runic Power (Frost Strike), as does your highest threat (Rune Strike). You're really RP starved with that spec, and that's why your threat is low. 1/5 Blood of the North isn't a great idea either, as you want the death runes for obliterate spam (see Chill of the Grave), and the extra 20% damage from Blood Strike can't hurt.

I'm not a fan of glyph of UBA, but if you really need the mitigation then keep it. At the very least, drop the DnD and DC glyphs (if DC fails, you still have death grip, which is a taunt!), and replace them with Frost Strike and Obliterate.
