Emblems of Conquest items

I have been progressing through Ulduar 25 and am starting to acquire enough Emblems of Conquest to make use of to buy items. However when I looked at the items on sale they seemed to be underwhelming in comparison to those available at the previous tiers and also compared to some of the drops available in Ulduar. One particular piece is the tier chest available which seems to be not one of the best itemised pieces. I was wondering if anyone else in the community has an oppinion on this.

It seems that way for the chest, im putting the helmet as priority due to the 51 dodge rating, much better than 7.5 helm

Depending on what T7.5 gear you have, the T8.5 Helm is the biggest single upgrade for your Emblems. 70 Def Rating....
