This is second hand but from what I understand from my warrior tank who has both is that there is a bug with the shared cooldown on these items.
He told me a few weeks ago when he got the seal that it shared a cooldown with monarch crab. I was a bit skeptical but this week I got heart of iron, which will stack with monarch crab. Based on this he tried using them in a different order.
The bug seems to be that if you use Royal seal first it activates a 20 second cooldown on crab, but using crab first allows you to stack them.
Made a bug post on the official wow forums but was wondering if anyone else had similar issues.
