What should the next upgrade be?

Kara was a bust for me this past weekend. No new drops for me and no good drops in any heroics for me either.

I currently have 30 badges. what should my next upgrade be? (please ignore the crappy gem in my helm I havent had the money to buy an epic gem to put in it since I just got my Mongoose.)

The old badge cloak, for sure. Silkk's cloak of placation I think it's called, 35 badges.

Just wanna update for next recomendation. I have the cloak the girdle and some other decent pieces.. best bet to save up for boots or chestpiece next or even legs?
