Just found this place hope its more helpful than the WOW forums.

Ok i was told that the badge cloak was the best one to get until tempest keep. I just wanted to know if +120 armor is the best cloak enchant or did the new defence one better now?

The new defense enchant isn't really for warriors; you get more avoidance from the dodge enchant. It's more for pallies and druids who need extra defense to reach uncrittable.

As for whether you want to put armor or dodge on it, it's entirely up to you. They both have their strong points; dodge is better avoidance, armor is better EH. This cloak has both, so there isn't really a wrong pick unless you have another cloak you swap in sometimes.
