From what I can tell S3 gear is Item Level 146. S4 gear is Item Level 159. A 13 level increase, as opposed to S2 to S3 increase of only 10 Item Levels (136 to 146).

My own thoughts:

Not terrible, and combined with the rest of the Honor Armor, it should make for a considerable stat increase after it has all been required. I'd prefer less hit, since it is pretty easy to reach the cap, though I'm not sure what stat I'd like for it. Also, as a warrior, our resilience rarely reaches over 400, so I wouldn't be opposed to getting a little more resilience at some point, even though it's item cost is high, it might be worth it.

As Fame stated, this was Data mined, and doesn't actually exist on the PTR yet, but it looks reasonable, Hopefully they reconsider some of the stats, and give a bit more resil somehow. All our armor does nothing against casters =(

I was going to add in some stuff about how other classes could take the item level formulas and make some reasonable assumptions on how much the stat increases would be with their own gear.

It is alot tougher with casters for me, because I have no idea how it would all get distributed because of all the extra stats that need to go everywhere, between mp5 and healing/damage.

But in reality, the 13 Item Level increase is the important thing to look at, so everyone can get a reasonable guestimate on how their own gear will be augmented... iirc, s1 to s2 gear was also a 13 level increase from 123 to 136.
