Twohand needed Hit Rating

Today I dueled a frost mage and I missed my specials (mortal strike, whirlwind). I have 86 hit rating which is above 5%. Can anyone tell me why? isn't 5% all i need?:confused:

increases frost damage by 5%
decreases chance to be hit by ranged and melee attacks by 5%

Mages are a pain b/c of artic winds. Normally 6% hit rating is just about right for two handers in pvp. To not miss a mage you would need 11% hit...it really isn't worth it though.
