Auction House will now sort server side. If multiple pages exist you will be able to sort across all pages.
Auction House post times have been changed to 12, 24, and 48 hours. Deposit prices remain the same for each time increment.
You will now be able to ctrl-click a recipe to preview the item the recipe will create in the dressing room.
Ogri'la Faction Vendor: This vendor now sells potions useable anywhere for a large number of Apexis Shards. 50 shards, as good as super mana/heal pots.
We plan to make a new flying mount purchasable in 2.3. It will require Cenarion Expedition exalted reputation and cost around 2000g.
Healing Reduction effects now affect all Drain spells and abilities (e.g. Mortal Strike vs Drain Life)
Adding +damage to +healing gear. It should be noted that you shouldn't get it and sacrifice the +healing for it unless you are getting into crit dependent fights such as some mob fights or PvP.
Leveling curve adjustments are planned for the next major content patch, which should ease the levelling process while playing the Pre Burning Crusade content. More information on this will be released soon™
Mailbox: Sent mail will now have up to 12 slots for sending items.
New Auction House API(QueryAuctionItems([getAll])) allows you to scan the whole Auction House. This can only be used once every 15 minutes.
Escape Artist (Gnome Racial) cooldown increased to 1 min, 45 sec.

Battlegrounds and Arenas:

Players will now be able to cast spells for free in a Battleground before it begins.
Players will now be able to cast spells for free for 5 seconds after being resurrected by a Spirit Guide n a Battleground.
Warsong Gulch, Arathi Basin, Eye of the Storm - Additional bonus honor is now awarded upon conclusion of the battle.
Personal rating system. This is an additional arena rating that is unique to each character for each team they belong to. This rating rises and declines using the same formula as the arena team rating, but only in games that character participates in. This rating can also be seen in the charcter’s PvP interface. This rating will be used for purchasing items that require a specific rating. It will also be used to determine eligibility for the end of season rewards.
The season 3 arena weapons and shoulders will require a specific personal rating to purchase. It is not required that you sustain that rating to continue using the items, it is only required for the purchase itself. Weapons will require a personal rating of 1850 or higher, and shoulders will require a personal rating of 2000 or higher.
Arena Relics: New relics have been added to support all talent trees for relic users. In addition, most of the arena-system relics have been renamed so there is a more consistent naming convention.
There will be new PvP orientated trinkets available for Badges of Justice which drop from Bosses in Heroic instances and the bosses in Kharazan and Zul'Aman. The trinkets are not limited to any specific classes and all versions have an on use effect to gain 1750 maximum health and a passive effect (your choice of 47 spell damage, 40 spell crit rating, 80 attack power, 40 melee crit rating, or 88 healing).
PvP Cloaks:
Healing: 34 stam - 15 int - 6 mana/5 sec - 23 resil - +51 healing / +17 spell dmg
Melee DPS: 34 Stam - 20 Crit - 20 Resil - 46 AP - 112 Armor Penetration
Caster DPS: 34 Stam - 15 Int - 16 Spell Crit - 23 Resil - +27 Spell Damage/Heal
Vengeful Gladiator's Waraxe: 62 Stam - 46 Crit - 33 Resil - 15 Hit - 92 AP - 98 Armor Penetration
All items in the Gladiator season 1, 2 and 3 sets will be part of the same set for the purposes of bonuses, so you can interchange gear between seasons and still keep the bonuses. (ie: you can wear the season 2 shoulders along with the season 3 helm, chest, legs).

Daily Quests:

Daily quests have been added targeting a random battleground for that day. Look for Alliance Brigadier Generals and Horde Warbringers near your faction's battlemasters in all major capitals. The battleground daily quests will reward gold, experience, and honor. You’ll be able to begin these as soon as you’re able to enter the battlegrounds themselves. So if it’s a WSG day, and you’re level 11, you can take the quest.
New daily dungeon quests found in lower city for both the heroic and non-heroic five person dungeons. These are one random regular dungeon AND one heroic dungeon per day. The non-heroic dungeons these will be available for are Shattered Halls, Steamvault, Shadow Labyrinth, Black Morass, Botanica, Mechanar, Arcatraz. All heroic dungeons have an associated daily quest. If a non-heroic and heroic happen to fall on the same dungeon in a single day, one heroic run will allow completion of both quests. The non-heroic quests will reward an ethereum prison key, gold and Consortium faction. The heroic quests will reward 2 Badges of Justice, gold and Consortium faction.
New daily quests added for cooking, found in lower city and require someone with a cooking skill of about 275. Associated recipes will be implemented that require new high level fish found near Karazhan and Zul’Aman
More solo-able daily quests are planned to be added after the next content patch.

Raids and Dungeons:

Mobs inside Sethekk Halls will now continue to award Lower City reputation all the way into Exalted. Previously they stopped giving reputation in non-heroic mode just before players hit revered.
The number of creatures that must be killed in the Karazhan Servants Quarters area before a miniboss spawns has been reduced.
A new title available for level 70 players (i.e. not higher than that so you can't come back for it at 80) who complete the Tempest Keep attunement - Champion of the Naaru.

Duration of wizard and mana oils created by enchanters has been increased.

Fishermen and women can now track fishing nodes. This ability is learned from a journal sometimes found in crates obtained through fishing.
A new recipe for Skullfish Soup will allow cooks to create a mana regenerative consumable with a ‘well-fed’ buff that requires one of the new types of fish found near Karazhan and Zul’Aman.

Plans for a new Field Repair Bot are rumored to belong to a select few Gan'arg Analyzers in Blade's Edge Mountains.
Field Repair bot will sell items: The repair bot will sell all reagents, level 65 arrows and bullets, poison reagents, few types of vials, up to 2 super mana/healing potions, and maybe some scrolls. These are all for sale, with no rep discount, because he’s a robot.
New engineer-only flying mounts can be crafted and flown by high level engineers in both non-epic and epic versions.

Weapon Mastery (Arms) now reduces duration of Disarm effects against you by 25/50% rather than giving you a 50% chance to avoid or full immunity to Disarm effects.
Devastate (Protection) now combines the effects of Sunder Armor into it's effect. It is also now affected by all talents and items that affect Sunder Armor.
Tactical Mastery: This talent also now grants greatly increased threat from Mortal Strike and Bloodthirst when in Defensive Stance.
Mace Specialization (Arms) now has a reduced chance to occur but generates 7 rage instead of 6.[/LIST]

Pursuit of Justice (Retribution) is now 3 ranks and increases movement speed by 5/10/15% and also reduces the chance you'll be hit by spells by 1/2/3%.
The benefits of Improved Seal of the Crusader (Retribution) have now been implemented in the base spell. This talent now gives the benefits of the Sanctified Crusader talent instead.
Sanctified Crusader (Retribution) is renamed to Sanctified Seals, which now increases your chance to critically hit with all spells and melee attacks by 1/2/3% and reduces the chance your Seals will be dispelled by 33/66/100%.
Exorcism mana cost reduced.
Holy Wrath mana cost reduced.
Hammer of Wrath mana cost reduced.
Vengeance (Retribution) duration increased from 15 to 30 seconds.
Crusader Strike (Retribution) cooldown reduced from 10 to 6 seconds.
Vindication (Retribution) frequency and duration increased and now reduces all attributes by 5/10/15%, not just Strength and Agility.

Rebirth cooldown reduced to 20 minutes, from 30 minutes.
Tranquility now gains additional benefit from spell damage and healing bonuses.
Cure Poison and Abolish Poison are now usable in Tree of Life Form.
Remove Curse is now usable in Moonkin Form.
Intensity (Restoration) increased to 10/20/30% mana regeneration.
/cancelform will be recognized instantly. It should work the same way as /dismount works currently.

Wyvern Sting (Survival) is now instant cast and has a maximum duration of 10 seconds in PvP.
Serpent Sting, Immolation Trap and Explosive Trap now all gain additional damage based on 10% of your ranged attack power.

Arcane Shot (Ranks 6 and above) now dispel 1 Magic effect in addition to their normal damage.

Prayer of Healing, Circle of Healing and Holy Nova (healing effect) now gain additional benefit from spell damage and healing bonuses.
Pain Suppression (Discipline Talent) is now usable on friendly targets, instantly reduces the target's threat by 5%, reduces damage taken by 40% and its cooldown has been reduced to 2 minutes.
Power Word: Shield now gains additional benefit from spell damage and healing bonuses. Base absorb values of ranks 10, 11 and 12 have been reduced.
Meditation (Discipline) increased to 10/20/30% mana regeneration.
Circle of Healing: The base amount of healing from this spell has been reduced along with increasing the bonus it receives from bonus healing effects. The net result is that characters with more than 1338 healing will see their Circle of Healing heal for more than previously, but those with less will see it heal for less.
Fear Ward is now available to all priests at level 20. Duration reduced to 3 minutes, cooldown increased to 3 minutes.
Chastise is the new spell available to dwarf and draenei priests at level 20. Chastise causes Holy damage and incapacitates the target for 2 seconds.
Elune's Grace (Night Elf Priest Racial) effect changed to reduce chance to be hit by melee and ranged attacks by 20% for 15 seconds. There is now only 1 rank of the spell.
Power Word: Fortitude, Divine Spirit, Prayer of Fortitude and Prayer of Spirit will have their mana costs reduced[/LIST]

Shadowstep (Subtlety) can now be used at any time, not only while stealthed. Threat caused by next Ambush, Garrote or Backstab is reduced by 50%. Cooldown increased to 40 seconds.
Blind is now a physical (no longer a poison) attack. Reagent requirement removed. Now shares the same diminish category as Cyclone and is now diminshed in PvE as well as PvP.
Fleet Footed (Assassination) now increases movement speed by 8/15%. (doesn’t stack)
All poisons will now enchant the weapon for 1 hour, increased from 30 minutes.
Ruthlessness now only affects melee finishing moves.
Rogue's Deadly Throw missile speed increased significantly and snare duration increased slightly.
Dirty Deeds increasing damage of special attacks by 10/20% against targets that are below 35% health
Deadly Throw snare is increased by approximately 1 second and cannot trigger Ruthlessness[/LIST]

Mana Spring Totem effect increased. The highest level is now 20mana per 2 seconds
Frost Shock is no longer subject to diminishing returns.
Lightning Overload (Elemental) now has a 4/8/12/16/20% chance to occur and the additional spell causes half damage and no additional threat.
Lightning Bolt cast time reduced to 2.5 (from 3.0 where applicable), mana costs reduced, benefit from spell damage reduced appropriately.
Chain Lightning cast time reduced to 2.0 (from 2.5), mana costs reduced, benefit from spell damage reduced appropriately.
Lightning Mastery (Elemental) cast time reduction reduced to .1/.2/.3/.4/.5 seconds.
Elemental Focus (Elemental) now reduces the mana cost of the next 2 damage spells by 40%.
Two-Handed Axes and Two-Handed Maces are now trainable by all Shaman at the appropriate weapon masters. The Enhancement talent has been replaced by Shamanistic Focus.
Shamanistic Focus (New Enhancement Talent): After landing a melee critical strike, you enter a Focused state. The Focused state reduces the mana cost of your next Shock spell by 60%.
Shamanistic Rage (Enhancement) now also reduces all damage taken by 30% for the duration.
Spirit Weapons (Enhancement) threat reduction increased to 30% from 15%.
Water Shield: This spell no longer costs any mana to cast and its duration has been shortened. At the end of its duration it now grants mana for any remaining globes. In addition, the mana granted per globe has been substantially increased.
Tidefury Raiment: The additional mana granted to Water Shield by this set has been increased.
Totem of the Thunderhead: The additional mana granted to Water Shield by this totem has been increased.
Mental Quickness now also increases spell damage and healing equal to 10/20/30% of your attack power.[/LIST]

Ritual of Souls now takes significantly less time to cast and complete.
Banish can no longer be cast on targets tapped by other players or groups.
Healing reduction effects will now affect all health drain spells and abilities (e.g. Mortal Strike will reduce health gained from Drain Life).

hmm nothing too big for paladins there :|

The fear ward thing is baaad, 3 min cooldown will make it just as useless as only dwarfs and draenei having it and will not allow the other tanking classes dependant fear immunity...atleast its unconfirmed.

The mass divulging of patch 2.3 in an uncharacteristic way by Blizzard begs the question....Is the patch going to be implemented rather soonish?

That is alot of information pumped out in the past few days, stuff that we are used to seeing trickling out from the PTR's slowly. 2.3 promises to have much more useful changes than the pile of dog poo that was 2.2.

Why is it that every class gets a list of improments and buffs, the OP warlocks get no changes at all, but warriors get nerfed?

I guess they have to stick with tradition :P
