Should I work on increasing my effective health, or Dodge/Parry > 30% or 25%

From the research that I have done effective health is for the win, because Dodge/parry is a chance to hit, and you will take long strings of hit with it, effective health is alot better and guaranteed , though I like having a D/P of about 30%a
